The CIA Was Reading Lee Harvey Oswald’s Mail

Excerpt from a declassified 1975 Senate memo listing of Americans whose mail was illegally opened by the CIA between 1959 and 1975. Note that the dates are rendered in DAY/MONTH/YEAR format, not MONTH/DAY/Year)

One of the most significant JFK disclosures in recent years is a declassified memo stating that the CIA opened, read, and copied the correspondence of Lee Harvey Oswald, the man who supposedly killed President Kennedy.

This spying was conducted by a super secret office in the Counterintelligence Staff, known as the Special Investigations Group, or CI/SIG.

Biden Faces October 26 Deadline for Release of More JFK Assassination Papers

President Joe Biden will soon decide an obscure but potent question: Which secret files related to the assassination of President John F. Kennedy should be made fully public?

When President Donald Trump faced the same decision four years ago, he delayed in the name of national security. While releasing thousands of files about the 1963 Kennedy assassination, Trump acquiesced to the demand of CIA Director Mike Pompeo to keep portions of thousands more secret until October 2021, 58 years after Lee Harvey Oswald was arrested as the gunman. For all his “deep state” rhetoric, Trump issued a memo giving the executive branch agencies four more years of secrecy.

The secret JFK assassinations files now under review at the White House include the records of senior CIA officers who knew about the supposed assassin Lee Harvey Oswald before President Kennedy was killed on November 22, 1963.

The Public Interest Declassification Board, which advises the president on historical issues, has urged President Biden to insure “maximum disclosure” in JFK files, set for release on October 26. You will recall that President Trump caved to CIA director Mike Pompeo and FBI director Christopher Wray in October 2017. The two agencies were allowed to drop a veil of bizarre and suspicious secrecy over the full record of JFK’s assassination.

The clock is ticking, notes Brendan Cole in Newsweek. Will President Biden do the right thing?

In a presidential memo, Trump said the move was “to protect against identifiable harm to national security, law enforcement, or foreign affairs.” According to the National Archives, some 15,834 of the files still contain redactions and 520 remain unreleased in full.In April 2018, it said that a decision about the material must be reviewed again before October 26, 2021 “to determine whether continued withholding from disclosure is necessary.” This means that their fate will fall within the purview of the incoming administration of President-elect Joe Biden.

This issue here is not “conspiracy.” The question is transparency, specifically, will the letter and the spirit of the JFK Records Act be enforced in time for President Trump’s April 28, 2018 full disclosure deadline?

“The National Archives’ commendable efforts to make the new records available online notwithstanding, overall the release process has been disappointing and disheartening,” Rex Bradford — president of the Mary Ferrell Foundation, which hosts one of the premiere sites for searchable, online JFK documents — told WhoWhatWhy.

If Trump is serious about the last of the JFK files, he will release this one

A faithful reader sends a timely reminder: Birch O’Neal, the CIA’s unknown Oswald expert, dissembled to an FBI agent within hours of the assassination of President John F. Kennedy.

I wrote about O’Neal yesterday. A career CIA counterintelligence officer who died in 1995, O’Neal is perhaps the most interesting new character to emerge from the tens of thousands of JFK assassination files released since last October.
